Politika EU na področju razvoja podeželja je namenjena podpori podeželskim območjem v Uniji za naslavljanje ekonomskih, okoljskih, podnebnih in družbenih izzivov 21. stoletja. Države članice so v programskem obdobju 2023-2027 ukrepe za razvoj podeželja oblikovale znotraj enotnih programskih dokumentov – nacionalnih strateških načrtov skupne kmetijske politike 2023-2027.

The EU’s rural development policy was introduced as the second pillar of the common agricultural policy. It is co-financed by the European Agricultural Fund for Rural Development (EAFRD) and national budgets. The main priorities of rural development policy are to increase competitiveness, ensure sustainable management of natural resources and climate action, and achieve balanced territorial development of rural economies and communities, including the creation and maintenance of jobs.

For the first time in the 2023–2027 period, rural development is strategically addressed in a single document rather than separately in a specific rural development programme. This allows for greater synergy and complementarity between measures under Pillar I and Pillar II, leading to greater effects in achieving the objectives.

Raising the quality of life and strengthening economic activity in rural areas is one of the overarching objectives of the 2023–2027 Strategic Plan. It aims to maintain viable rural areas and rural economy by promoting employment in agriculture, the agri-food sector and other related sectors. A strong emphasis is on creating a supportive environment for young farmers and enabling sustainable business development in rural areas. In addition to agricultural activities, the development of complementary activities, including the bioeconomy, is encouraged in rural areas, which contribute significantly to higher and more stable farm incomes. In this programming period, the measures will continue to support greater social inclusion of the population, local development of rural areas, knowledge transfer and innovation. Interventions shall also take into account society’s requirements for quality and safe food produced in a sustainable manner.

43 investment interventions in the field of rural development in Slovenia in the 2023–2027 programming period are therefore aimed at achieving objectives in four areas:

  • competitiveness and resilience of the agricultural sector;
  • rural development and the protection of food quality and health;
  • environmental and climate protection;
  • knowledge transfer, innovation and digitalisation.

Interventions are implemented on the basis of national regulations, public calls and public procurement open to beneficiaries.

A total of €1.115 billion is available for rural development interventions in Slovenia for the 2023–2027 period, of which €551 million from the EAFRD and €564 million of national contribution.
